What does malapportionment seek to prevent
The values of citizens’ votes must be equal to fulfil the operating principles of a liberal democracy.

Where an electorate size is too large in comparison to another can cause malapportionment.

What does the AEC about malapportionment
This is tempered by the Commonwealth Electoral Act 1918 which requires that electorates be within 10% of the average elector population within a state or territory
The AEC will redistribute electorates if more than 1/3 of division of the state deviates from the average enrolment in the state or territory by more than plus or minus 10%.
