A

2nd idea that helped push the idea of war

proposed by Alfred Mahan - US naval, captain with union army in civil war, historian who wrote a book called Influence of Sea Power Upon History in 1890

CONCEPT = a European power needed a large and powerful navy

Leads to naval race between GB and Germany for Dreadnaughts
