What is LOBBY specific to?
ICS function of high-rise operations.
Who’s responsibility is it to establish LOBBY?
Captain of the third in engine
What things should LOBBY assist with inside of the buidling?
1) Communication- through house phones
2) Travel and access within the building by distributing keys, controlling elevators and stairwells, and denying. Maintaining accountability.
3) Controls and maintains building systems such as HVAC, lighting, sprinklers, standpipe and alarm systems.
During initial high-rise operations, who does Lobby report to, and who do they report to as ICS is expanded?
Initial: Report directly to command
ICS expansion: ICS will expand to have a logistics section in large events and Lobby will report to the Logistics Section Chief.
Lobby will further communicate with Base and Staging as necessary
How is Lobby to distribute keys if first in has not already retrieved them?
Each group gets one set:
A) Fire attack
B) Floor above
C) Lobby
D) Staging
Who decides whether to use the elevators in a high rise fire?
Command
What should Lobby do with elevators?
Make sure they have all returned to the lobby, or alternate floor if the alarm originates on the fire floor.
How does Lobby control elevators?
Ensure they are all returned to the Lobby with doors open (in phase one)
How is phase one initiated in an elevator?
It may be initiated automatically by the alarm, or can be placed into phase 1 by placing the Recall Switch in the On position.
What should Lobby inform command of regarding elevators?
Notify command immediately if an elevator fails to return to the lobby area.
Notify command when all elevators are accounted for at the Lobby area.
What should Lobby do with stairwells?
Ensure they are marked and used appropriately after command/operati–ons has decided the purpose for each stairwell.
