- USA (decided to take a stance isolationism in order to avoid costly European wars)
- Germany (league was seen as a league of victors, as Germany had lost the war she was not invited)
- USSR (communist, britain did not want her communist influences affecting other members of the league)
What was article 10 of the covenant and what did it mean?
- Collective Security
- All members would join together to force any aggressive country to stop threatening the peace.

- moral condemnation (this would mean that the world opinion would be against this country)
- economic sanctions (all members of the league would stop trading with the agressive country)
- military force (the league would send an army of soldiers to combat the agressor)

USA didn’t join the league of nations therefore could still could pick up trades and continue them even if economic sanctions were put in place

The league had no permanent army, therefore had to rely on the goodwill of its member for volunteers.
How did the unanimous decision rule make the league weak?
Emergency Decisions would take too long to make.
