Lab Animals Flashcards
Cruelty to Animals Act 1876
First legislation to protect animals + Control research in the world, Unique for 50 years, Mixed public opinion, Lasted for 110 years untile the current A(SP)A 1986
Almost all harm to animals in the UK are prohibited through the…
Animal welfare act 2006
What does the Animal Welfare Act meant for lab animals?
Ensure that things like a harm-benefit analysis is in the animals interst (veterinary action) + Specials laws empower certain people to carry out animal harms
What does an A(SP)A do?
Grants scientists a temporary legal immunity from the Animal Welfare Act to harm animals, Immunity remains for the duration as long as condtions are not breached + public are satisified with the social contracy (+ this is not breached)
What does the Veteriary Surgeons Act 1966 permid vets to do?
Diagnose animals + testing performed for diagnpostic purposes, Give advise based on diagnosis, Medical or surgical treatment, Performance of surgical operations on animals
How does the VSA + AWA cooperate?
VSA grants vets + delegates a temporary legal immunity from prosecution for causing hamr, or potential harm to animals, as long as the action is an RVP + benefit of the individual animal or a group of animals under their care
What animals does the Animal for Scientific Procedures Act (ASPA) 1986 applies to?
All ‘protected animals’ bred and used for scientific research
What does the ASPA define?
What animals are protected, What scientific procedures, Licences for peoples, work + location, Roles for those indivudlas caring for the animal, Training requierments for research, Source, care of + killing of animals
What are the protected animals?
All living vertebrates (exc man) + All cephalopods
What animals have an additional protection
Great apes + Companion animals
What is a regulated procedure?
Any produce thay MAY cause pain, suffering, distress or lasting harm + carried out for a scientific purpose must be documented in a project licence,
Each procued has a severity category based on potential adverse effects,
Humane endpoints chosen where the study must be stopped becuase the benefit of the work no longer outweighs the harm caused to that individual animal
What does ASPA licence?
Establishment, Personal & Project
What is included in the Establishment licence for an ASPA?
What does a personal license for an ASPA mean?
How can you get a personal license for an ASPA?
Project licence for ASPA
What information is given on a Project Licence?
What must you do to be granted a project licence?
What research is allowed?
What research is not allowed?
Describe severity category - mild
Describe severity category - moderate
Describe severity category - severe
What is meant by non-recover?
Severity category of Rodents
What are the three Rs?
Replace, Reduce, Refine
3Rs - Replace
Has the applicant explored alternative options or
can they work to develop non-animal alternatives?
3Rs - Reduce
Appropriate study design to minimise number of
animals necessary to attain statistical significance
and translatable findings
3Rs - Refine
Using appropriate pain relief, Ensuring good housing and enrichment, Ensuring the most refined approach for any procedure
Who Approves Licences?
What is a research scientist?
- Usually another PPL holder
- Should have specialist knowledge within the research
field (e.g. PhD)
What are research scientist tasked with reviewing?
– General scientific background
– Scientific justification
– Experimental plans
– Likelihood of statistical validity
– Assessing viability of alternatives
What is a named veterinary surgeon?
- Experienced with multiple research models
- Should have carried out research of their own
What is a named veterinary surgeon tasked with?
– Surgical and anaesthetic protocols
– Appropriate Analgesia and refinements applied to procedures
– Appropriate Humane endpoints implemented
– Potential risks to animals all identified
– Appropriate severity is applied to each protocol
What is a named animal care officer?
Undergone training and has experience in husbandry
of the appropriate species
What are named husbandry officers tasked with reviewing?
– Suitability of facility for housing species
– Endpoints clear and easily recognisable during the study
– Technicians have the ability to assess the adverse effects
– Welfare of the animals can be maintained throughout without breaching the protocol severity limit
Whats a lay member?
Interest in upholding welfare of animals used in
research
What are lay members tasked with reviewing?
– Lay summary
– Work is understandable
– Procedures are justified
– No unnecessary harm
What other members are there of the AWERB?
- Establishment licence holder
- Personal licence holders
- Surgery technicians
- Named Training and Competency Officer
- Named Information Officer
- Welfare director
What does an external review by the animal science regulatory unit do?
Humane Euthanasia under the ASPA
What is annual severity?
Laboratory Animal Management
