Edward L. Bernays
Founded one of the world’s largest PR agencies during the mid-20th century. Represented the Tourist Information Office for Nazi Germany during the 1930s, which led Congress to pass the Registration of Foreign Agents Act in 1913.
Carl Byoir
Understood the power of publicity to mobilize the public. Started the Four Minutemen. Created spokespersons.
George Creel
Pioneered widespread use of radio, Hollywood and other mass media to publicize the war effort.
Elmer Davis
Founded the American Council on Public Relations, which ultimately became PRSA.
Rex Harlow
Long-time public relations advisor to FDR. Recognized that mutually beneficial public relationships could be built only by coupling responsible performance with persuasive publicity.
Louis McHenry Howe
Created a “Declaration of Principles” in 1906. Issued the first news release in 1906. Among the first to recognize that publicity needs to be supported by good works. Used testimonials. Advised clients to make full disclosure, tell the truth and persuade management to do the same.
