Japan is experiencing a decline in the economically active population. Between 2010 to 2060, the numbers will shrink from 81 to 44 million.
A smaller workforce means fewer taxpayers, so less revenue for the government.
Approximately 70% of the government’s expenditure is on social security benefits and pensions. This number will only increase, as the population ages.
In some rural towns, certain schools and businesses have had to close down, due to the population decline of the younger dependant and economically active populations.
State how population movement contributes to structural changes in Japan.

In 2016, 50,000 migrants were permitted entry. However, this was the lowest number in 10 years. In 2005, 125,000 immigrants moved to Japan.
Foreigners currently comprised 1.3% of the total population. The largest groups are from China, Korea, and Brazil.
Japanese emigrants are choosing to migrate and live in other countries, approximately 1.18 million Japanese people are living overseas.
In February 2014, the government proposed to allow up to 200,000 temporary migrants into Japan every year from 2015. However, this was met with hostility from Japanese citizens, as many felt their culture would come under threat.
