Aims to provide an international framework for the protection of security, both ashore and at sea

What is the Main Aim for the ISPS code?
Helps to identify threats on board or in port and create security levels
Develops roles and responsibilities for the maintenance of security
To monitor activity of people and cargo
To build a database for the ongoing protection of maritime security world wide
Ships Security Officer SSO
A ship will have a ships security officer, who maintains training and documentation under the ISPS code and Ships SMS
They will have undergone shore-based training for SSO
Company Security Officer CSO
A designated person in the Company, who will oversea the development and implementation of a ships SSP, and who will be available at all times should the vessel need to contact them
Port Security Officer PSO
Much the same role as the CSO or the SSO.
They have their own audits, monitor plans and personnel, just the same as the ship
What is a CSR and what is its role?
Continuous Synopsis Record
Essentially a logbook that stays on board for the vessels entire life, through changes of management, ownership, operations etc.
What is included in a CSR?
Name
Port of registry
Ships identification Number
Name of owners
Name of flag state
Name of company
Name of class society
Name of the body that has carried out the audit to issue the Document of Compliance
What is the Ships Security Plan? SSP
A plan detailing the vessels security protocol on board. Half of this is sensitive and protected.
It is stored in a private location, not known.
What is the Ships Security Alert System? (SSAS)
As per 2004, most ships are fitted with a secret, quiet alarm system, that alerts shore facilities to a security threat on board.
MARSEC level 1, and protocol on board?
Normal security level
Check ID’s and signing in visitors
Escorting visitors
Monitoring access
Checking x amount of bags as per SSP
Establish restricted areas
Checking all stores and provisions
MARSEC level 2 and protocol on board?
Heightened security level
One means of access on board
Checking ALL bags
Continuous security patrols
Further restricted areas
MARSEC level 3 and protocol on board?
Exceptional Security level
Verified threat
Only crew or security forces on board
Refusing all deliveries
Evacuating the ship
Searching the entire ship
Moving the ship
What is a Declaration of Security?
A declaration stating the actions to be taken between port facility and the ship, with reference to the security relationship between the two.
When does a DOS come into play?
When a ship is at a higher level of security to the port facility
When the ship is entering a port facility that is not required to have a port facility security plan or appoint a port security officer
What would you expect for an ISPS survey?
Ships security protocols are established at all times
Access is monitored and crew are familiar with their details as per the SSP
Signing on and escorting as appropriate
Officers are aware of which parts of the SSP limited access is allowed
Security level is established, and personnel/authorities are aware of the level
Security equipment is in good condition
Drills are carried out
Searches are carried out as per SSP
Records are maintained
CSO is always available
SSAS is operational
