Safety Officer?
Appointed by the company, has duties including safety inspections and stopping dangerous work. Must have attended shore side training course
Safety Representative?
Requirements to be a Safety Rep?
Elected by the crew, has powers but not duties. Must have:
2 years consecutive sea service
Be over 18
Two elements of Risk
Likelihood that harm or damage may occur
Severity of harm or damage
4 tier Risk assessment
Generic-Company based
Task based- based on generic assessments, on specific high risk tasks
Toolbox Talk- Based on findings from the TBRA
Personal- Ongoing, day to day. Ensures maintenance of situational awareness in the workplace
Five steps to Risk Assessment
- Identify the hazards
- Decide who might be harmed and how
- Evaluate the risks and decide on precautions
- Record your findings and implement them
- Review your risk assessment and update if necessary
Personal Protective Equipment:
Used when risks cannot be avoided or reduced to an acceptable level by safe working practices. Should be provided at no cost to seafarers
Permit to work:
An organised safety procedure for high risk tasks. Valid for no more than 24 hours, signed by an authorising officer and competent person
Safety Committee:
Appointed on ships with 5+ seafarers
Chaired by the Master
Safety Officer

Required before assigning shipboard duties, includes communication, emergency procedures, and location of safety equipment

Principles of a PTW
Relevant to the job at hand, people working
Specify the period of validity (24 hours max)
Only work specified to be carried out
Authorising Officer must ensure measures taken before signing
Responsible (competent) person must sign as well
Cannot be the same as the authorising officer
Officer must remain present until a new officer takes over, who has been briefed and signed as well
Closing of the work, responsible person must notify the officer
When might we use a PTW?
Any task as required by the SMS
Hot works
Working over the side
Working aloft
Electrical works
Entry into enclosed spaces
Working on deck in adverse weather
When using gas equipment
Rescue in enclosed spaces, as per BPG 2022
- Call the Master
- Confirm location, number of people and nature of incident
- Rescue team and medical team mustered
- Area restricted
- PPE checked and used
- Rescue equipment ready for use
- Atmosphere tested
- Situation prior to entry evaluated to ensure safety of those performing rescue
- Rescue performed in line with ship contingency plan
- Area secured and additional care given by medical team
Role of safety officer
Prioritise safety culture on board
First port of call for anything safety related
Implement and maintain safety procedures onboard
Remain in contact with company about safety culture and procedures on board
Heavily involved in the permit to work system
Ensures distribution and use of safety
equipment on board
