irish imigrants were suspected of being anti-british. this would have suited americas policy of isolationism yet imogration amongst the irish population actually DECLINED by 19% post war

whilst isolationsim did controbute to changing atitides this was still not to the same extent as recism and prejudice.
for america to explicitly ban eastern european imigrants would have veeb racist so instead the government introduced laws that would make this more dificult

A litracy test was put in place as an obsticle before imigration with the knowlage that litracy skills were poorer in eastern europe so it was unlikely that many would pass the test
