What did the Govt of India Act give India in 1919
Limited self governance
Was the Viceroy still in charge?
Yes, he retained control over defence and foreign affairs
HOWEVER - answered to a Legislative Council
What form on control was introduced by the 1919 Act - gave limited self governance
Diarchy rule - provinces could have Indian ministers
- they were responsible for local matters like health, education and agriculture.

A Federation of India - number of people under GB rule went from 7 million to 35 million

made the provinces completely self governing - although governors were still appointed by british
Viceroy still in charge of central govt
Did India accept these concessions?
NO - the INC opposed it as it fell short of their demands for independence
What did Indian ministers in INC controlled provinces do in 1939?
They resigned from office in protest against Indian participation in WW2
