The Purpose of ICS
A
- Place the responsibility for command on a specific individual.
- Ensure that a strong, direct, and visible command shall be established from the onset ofthe incident.
- Establish an effective incident organization.
- Provide effective communication to support incident management, planning, and decision-making.
- Provide a system for the orderly transfer of command to subsequent arriving officers.

Risk Management
A
- We shall risk our lives to save savable lives.
- We shall risk our lives a little and in a calculated manner to save savable property.

Configuration of command
A
- Strategic level – Overall direction of the incident.
- Tactical level – Objectives assigned to Section, Branches and/or Divisions and/or Groups.
- Task level – Task objectives assigned to Companies/Units.

Roles and responsibilities of Command BEFORE Operations Section is activated
A
- Establish and announce command.
- Establish an effective operating position (Command Post).
- Rapidly evaluate the situation (Size-up).
- Initiate, maintain, and control the communication process.
- Identify the overall strategy, develop an incident action plan, and assign companies and personnel consistent with the plan and standard operating procedures.
- Develop an effective incident command organization.
- Provide tactical objectives.
- Review, evaluate, and revise (as needed) the incident action plan.
- Provide for the continuity, transfer, and termination of Command.

A
As an incident escalates to major operations, the command post shall be at the Battalion Chief’s vehicle if possible.

FAST ATTACK MODE
A
Situations that require immediate action, the Company Officer’s assistance, and direct involvement in the attack. In these situations, the Company Officer goes with the crew to provide the appropriate level of supervision.
