Operational Plan
- Determine the fire floor

Lobby Control
- Elevator - Verify location of the cars
- Fire Pump - Confirm operation of the pump
- Alarm Panel - Monitor devices (smoke detectors, water flow)
- Building Access - Control access points
- Stairwell Support - Identify firefighting and evacuation stairwells and assist with moving equipment up to staging
Search and Evacuation
- Prioritize search and evacuations needs:
- Fire floor
- Floor(s) above the fire
- Floor(s) below the fire
- Shelter in place if applicable
Staging
- Identify staging area – 2 floors below fire if possible
- Area for firefighters to rehab, change SCBA bottles
- Stand-by for assignment
Medical
Area designated for medical services, firefighters and occupants
Safety
- Identify Safety Officer(s)
2. A Safety Group may need to be identified at multiple alarm fires
Logistics and Planning
Command Post Functions - anticipating resources (personnel, equipment, etc.)
Air and Light Support
Anticipate need for filling of SCBA bottles and personnel needed to shuttle bottles from filling location to Staging Area.
GUIDELINES (High rise)
The first arriving officer shall initiate Command and determine if a fire emergency exists by observing building, checking for outward signs of fire, checking the alarm panel, and/or interviewing occupants. When the size-up indicates the possibility of a fire in a high-rise, Command shall request a second alarm, and identify a Base Area location. Command shall consider transferring Command to a Chief Officer or the second arriving suppression unit so they can accompany his/her crew for initial fire attack.
Elevator Usage
If the fire is believed to be on the 7th floor or below, elevators SHALL NOT be used for initial fire
attack. If the fire is on the 8th floor or above, elevators may be used at the discretion of the
Elevator Control (High rise)
- An Elevator Control Firefighter (ECF) shall be assigned to operate the elevator manually.
- Personnel shall go no higher than two (2) floors below the fire.
- All personnel in the elevator shall have SCBA with tank valve on and face piece in place.
- Multiple lighting sources (e.g. hand lights and flashlights).
- A pressurized water extinguisher shall be kept in the elevator.
- No more than 7 personnel per elevator car.
