A

The power to go to war and create treaties without Congress approval grew in part due to NATO and the UN, the US had become the sole challenger to the USSR and therefore, needed a strong president.

A

It reorganized the armed forces so that they were under the Control of a new Defense Department based in the Pentagon. The Armed forces expanded massively and the President was Commander in Chief.
