Hazmat 8 step procedure
- Isolate
- Identify
- Evaluate
- Coordinate
- Choose/select- PPE for hot and warm zone
- Control/confine
- Decontaminate
- Terminate
Hazmat
Only first arriving unit, hazmat and command enter scene. Other units stage uphill and upwind.
First arriving unit HAZMAT
The first arriving company will initiate the first two steps of the hazmat incident procedure when safely possible

After hazmat arrived they will verify isolation zones, identify and evaluate
At this point determine if on scene Miami units can handle situation or if mutual aid needs to respond to scene.
If not continue with 8 step incident management
Hazmat PPE
PPE bunker gear SCBA shall be minimum for hot zone
Level A. Fully encapsulated clothing, suit is trelleborg/trellchem level A suit, carried by Miami HZMT. High chemical protection
Level B. Non-encapsulating suit, still provides maximum respiratory but used with products that are not as hazardous to skin as those requiring level A. Typical suit is Sarnex
Level C. Non- encapsulating clothing: Same suit as level B but respiratory degree of protection is different. Exp papr, or apr
Level D: Structural firefighting gear. Level D is not to be exposed to any hazardous materials known or unknown. Initial hot zone operations should be limited to life safety issues and safety isolation zones (hot, warm, cold)
Hazmat decon
The department of fire rescue will not involve personnel in or with the decontamination of the incident. DERM, DEP, EPA, USCG
Termination
Documented in RMS
Incident critique (one tour of duty)
Follow up on personal
Hazard Zones Hazmat
Back up team min of two in warm zone at entrance to hot zone
Cold zone- This area is reserved for emergency service functions only. example command post, triage, agency liaison news media etc.
Warm zone- back up team and SO near entry of hot zone
Entry one (primary) entry two ( backup team)
Raise arms above head if distressed
Hazmat Decon
Hazmat OIC or hazardous materials section officer will assign “decon” as the decon Officer
Should Determine whether or not available Decon resources will be adequate for the materials involved
If in adequate, a no intervention course of action may be indicated
If resources are judged to be suitable preparation of the D con area should commence prior to hot zone entry
Dcon officer shall also serve as the hazardous materials team liaison to the medical sector officer on the scene
