It was a proposal that the Soviet State and economy should be reformed to include some of the practices that made capitalism succesful

It was the belief that there should be more openness and less corruption in goverment.People were allowed to oppose the goverment and it gave people a clearer understanding of how the country was run

The Soviet economy had been crippled especially during the Brezhnev era on trying to keep up with the USA
The poor economy led to poor standards of living in the satellite states and in the soviet union and it was leading to unrest.Solidaritry in Poland was a major cometitor to the communist regime,so much so it was banned

Reagan in seeing that the cold war could come to an end decided to work with Gorbachev,evidenced by the multiple summit meetings they had in 1985,86 and 87
