They needed security to intimidate the USA and ensure MAD

The USA had deployed missiles near their land in Turkey and the UK so they needed some near their land

It kept Cuba safe from invasion

1968,Nuclear Non-Proliferation treaty was signed to stop spread of nuclear weapons
