What is the difference between hijacking and kidnapping?
hijacking: redrawing districts so two candidates from the same party run against each other
kidnapping: moving an area where elected representative to an area where they dont have support

movement of power from central governments within a state or seperation of a state
What is a frontier?
a zone where no territory exercises complete political control
