Q

What would you do ? Collision avoidance, keep out of the way
Exam Answer

A
  1. I am going to take a regular series of compass bearings of the approaching vessel and if the compass bearing remains constant or does not appreciably change then risk of collision is deemed to exist. If risk of collision is deemede to exist or the CPA is unacceptable then:
  2. (Point at it) - This is the “stand-on vessel” that shall maintain its course and speed whilst monitoring the situation.
  3. (Point at it) - This is the “keep out of the way” vessel and she shall sound one short blast of the ships whistle of about one second duration, make a bold alteration of course to starboard of about 40 to 60 degrees. It will monitor the situation until past and clear before resuming her original course.

Q

What would you do ? Rule 17 Action by Stand-on Vessel
Exam Answer

A
  1. I am going to take a regular seris of compass bearings of the approaching vessel and if the compass bearing remains constant or does not appreciably change then risk of collision is deemed to exist:
  2. I am the Stand-on Vessel. I SHALL maintain my course and speed
  3. I MAY however take action to avoid collision by my manoeuvre alone, as soon as it becomes apparent that the other vessel is not taking appropriate action in compliance with these rules.
  4. If so I will sound 5 short rapid blasts of the ships whilste, engage handsteering and if no response, sound 1 short blast and alter my course to starboard.
(You cannot go to port for a power driven vessel at the may stage)
  5. If the vessel required to keep her course and speed finds herself so close that collision cannot be avoided by the action of the give-way vessel alone.
I shall take such action as will best aid to avoid collision.
(I can go to port or starboard at the final stage, I would sound 5 short blasts and take any action)

Q

What would you do ? Collision avoidance, shall not impede (inside a Narrow channel or TSS or when sighting a CBD)
Exam Answer

A
  1. “I am going to take a regular series of compass bearings of the approaching vessel and if the compass bearings remain constant or does not appreciably change then risk of collision is deemed to exist”
    (1. Not initially needed if you’re required to not impede)
  2. (Point at it) “This is the “not to be impeded” vessel which shall continue with caution and monitor the situation.
  3. (Point at it) “This is the “shall not impede” vessel, it shall take early action to allow sufficient sea room for the safe passage of the vessel not to be impeded.
  4. IF the vessel not to be impeded finds itself in a close quarters situation it shall sound 5 short rapid blasts of the ships whistle and if no response then the Steering and Sailing Rules apply when there is risk of collision and will act accordingly.
