Which elements CANNOT be missing from a weather report? (FOM 5.13)

A

A flight may not depart or land at an airport with a missing:

  • Wind Speed and Direction
  • Altimeter setting*
  • Temperature**
  • Visibility

(WATV)

  • NOTE: Local altimeter setting is required unless the current published approach plate lists an alternate source.
  • *For airports in the United States, in the event of a missing temperature report, the dispatcher must obtain an airport temperature using the NWS Real Time Mesoscale Analysis (RTMA) system.

Sky Condition (Ceiling)

(1) A flight may depart under IFR with a missing sky condition unless required by the standard instrument departure (SID) / departure procedure (DP).
(2) A flight may be dispatched to and land at an airport with a missing sky condition report unless required by the instrument approach procedure.
(3) A visual approach is allowed with a missing sky condition report

When is an amended release required? (FOM 5.17)

A

An amendment to the release must be made when:

(1) The flight departs an originating station after a delay of greater than 2 hours to provide the latest weather and NOTAM briefing.
(2) An aircraft swap is made.
(3) A new deferral (MEL / CDL) is added to or removed from the aircraft.
(4) A PIC requests an increase in release fuel.
(5) There is a change in route or altitude that increases MINTO fuel requirements as outlined in 14 CFR Part 121.639 and 121.647 for the flight
(6) The weather at any listed alternate is forecast to be below authorized minimums at the estimated time of arrival.
(7) When a change in crewmember is made.
(8) The dispatcher or PIC finds that meteorological conditions or irregularities of facilities and services that would affect the legality or safety of flight.
(9) There is a change in conditions or a discrepancy in the information contained in the previous release is discovered.
(10) In the opinion of the PIC or dispatcher, the flight is unable to depart in accordance with the previous release for any reason.

Altimeter tolerance on the ground? (FOM 5.52)

A

1) On the ground, prior to flight, aircraft altimeters should be set to the local altimeter atmospheric pressure setting and should display a known elevation (e.g., field elevation). The difference between the known elevation and the elevation displayed on the altimeters should not exceed 75 ft.

  • In-flight when deemed necessary by the PIC. Only one reset permitted.
  • If on the ground, can’t reset. Write it up in flightview and await maintenance reset.
