3) arrange the blocks in a logical sequence

steps to develop a scenario
1) objectives: identify them (preferably decision-based)
2) format: decide on one (ground or flight)
3) situation/script: devise one that leads to the learning outcomes
4) training tasks: include as many as possible
5) problem: incorporate one that the learner will need to resolve
6) trigger event: identify what that will be (beginning of scenario)
7) transitions: plan them out between scenario and traditional learning
8) decision points and key areas for feedback and learner reflection
9) positive and negative outcomes (success and failure)
