Summarize the ethical dilemma
A
- Question debated by the UN and Commonwealth of Nations
- Canada prohibits discrimination based on sexual orientation as stated in the Charter of Rights and Freedoms
- Many countries still criminalize sexual orientation – some even punish these people by death
- It is a human right
- Typically violating these human rights is enough reason to take away foreign aid – however this isn’t practiced when it comes to countries violating the right to have non-heteronormative sexual orientation

- Apodaca, 2017: Explains that foreign aid is a tool for foreign policy, not just a tool for economic prosperity of developing countries. Further, the article explains that foreign aid can be used to further a countries overall interests
- McGoldrick, 2020: Says there is a lot of variation between countries who support and don’t support. Ultimately he agrees that sexual orientation should be a human right. Although, he warns that there may be risks to taking away aid, like increasing homphobia

Reflections for ethical dilemma
A
- Should be recognized as a human right because everyone deserves to live a life free from hate, especially for something they can’t control like their sexual orientation
- I acknowledge the potential risks to removing foreign aid I stil think it can be a useful strategy for pressuring ocuntries that are not respecting this human right
- Exonomic pressure could motivate change
- Countries could redirect aid to organization or create services in these countries to help the sexually diverse populations and potentially protect them from harmful and potentially deadly laws
