  2. Commission comes with an opinion and a report of the countrys economic and political position) + they decide if the negotions should start now or later
  3. Negotioans of 35 chapters (requirements)
  4. Ratification by council of foreign ministers
  5. Then by European council
  6. Must obtain Consent of EP
