The Queen was the one that held the most power. This was closely followed by Privy councillors. The Government also held some amount of power because they had advisors other powerful figures that they wanted to appoint.

Explain what was important about the problems that Elizabeth faced at the beginning of her reign.
A
It shaped her and meant that she was ready to be Queen. Also, it meant that different people would be aggrieved. This would prove difficult for Elizabeth because it meant that different people were likely to rebel.
