Executive Order 12898
- Issued by Clinton. Federal agencies to identify and address env. effects and actions on minority and low-income populations.
Tennessee Valley Authority
FDR signs Tennessee Valley Authority act in 1933. Agency was meant to modernize the region through electric, hydroelectric, and other means. Host of problems including excessive use of eminent domain used against poor and minority people.
14th Amendment
Equal protection. granted citizenship to all persons “born or naturalized in the United States,” including formerly enslaved people, and provided all citizens with “equal protection under the laws,”

Luigi Taparelli
Italian minister of state in the 1800’s. He coined the term “social justice”
Jane Adams
Founded the “Hull House”, a settlement house for migrants in Chicago in the late 1800’s. She was a housing advocate.
Jacob Riis
Danish American Journalist in the 1800s’s. Famous for photography of poor new Yorkers in slums or tenements. Wrote How the Other Half Lives.
Civil rights movement
Betty Friedan
Feminist and writer of the 60’s. She was famous for writing “The Feminine Mystique” in ‘63, which kicked off 2nd wave feminism.
Indian Reorganization Act
‘34. Also Known as the Wheeler-Howard Act. Meant to reverse the previous government goal of cultural assimilation and strengthen tribes. Restored land and mineral rights (diminished of course)
John Rawls
Influential legal and political philosopher (20’s-2000’s). Published A Theory of Justice, discussing equality.
Civil Rights Act
- Passed under Lyndon Johnson. Prohibits unequal application of voter registration requirements, racial segregation in schools and public accommodations, and employment discrimination.
NEPA
- National Environmental Policy Act. Requires government agencies to evaluate the potential environmental impacts of their actions and decision. Established the Council on Environmental Quality.

Council on Environmental Quality
Established as part of NEPA under Nixon in 1969. Coordinates federal environmental efforts and works with agencies on energy and environmental policies.
What incident occurred in Warren County, North Carolina?
1982-2004. 30K gallons of transformer oil dumped along north Carolina roadsides. Soils put in landfill in majority black Warren County.
Emergency Planning Right-to-Know Act
- Provide the public and local governments with information concerning potential chemical hazards present in their communities.
Diversity
the practice or quality of including or involving people from a range of different social and ethnic backgrounds and of different genders, sexual orientations, etc.
Equity
Equity refers to fair treatment for all people, so that the norms, practices, and policies in place ensure identity is not predictive of opportunities or workplace outcomes.
Environmental Justice
Fair treatment of all people with respect to env. laws and policies.
Inclusion
Inclusion refers to how the workforce experiences the workplace and the degree to which organizations embrace all employees and enable them to make meaningful contributions.
Social Justice
The view that everyone deserves equal economic, political and social rights and opportunities.
Privilege
a special right, advantage, or immunity granted or available only to a particular person or group.
Robert Bullard
Known as the father of environmental justice. Academic and campaigner against environmental racism.

Civil Rights Act Title VI
No person in the United States shall, on the ground of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving federal financial assistance.
Gentrification
Form of neighborhood change caused by arrival of higher income people. Typically white residents replace minority populations.

Norman Krumholtz
1969 - Cleveland planning director took on “equity planning” in his approach.
-Advocate and brokers for the poor
-Emphasis on development of political support
-Practicle results and “doable” efforts

Advocacy Planning
-Concerns for disadvantaged communities
-Planners as advocates for poor and disadvantaged communities
-Primary stress on application of professional expertise

Ladder of citizen participation
proposed by Sherry Arnstein in 1969. A metaphorical ladder with each ascending rung representing increasing levels of citizen agency, control, and power.
Participatory budgeting
A type of citizen sourcing in which ordinary people decide how to allocate part of a municipal or public budget through a process of democratic deliberation and decision-making.

a method of public participation where a few people are isolated to discuss a topic while a larger group listens but does not participate.
