A state of extreme excitation usually associated with illicit or prescription drug use and manifested by behavioral and physical changes that may result in sudden and unexplained death. Signs of this condition typically include elevated body temperature, profuse sweating, dilated pupils, uncontrollable shaking, talking incoherently, yelling, paranoia, extreme aggression toward objects, violent resistance/struggling, inappropriate shedding of clothing, or self-inflicted injuries.
excited delirium
A community partnership with law enforcement, mental health, and addiction professionals, individuals who live with mental illness and/or addiction disorders, their families, and other advocates. It is a model of police-based crisis intervention training to help persons with mental disorders and/or addictions access medical treatment rather than place them in the criminal justice system due to illness-related behaviors. It also promotes officer safety and the safety of the individual in crisis.
Crisis Intervention Team
(CIT)
An on-duty uniformed officer who has completed CIT Training and will be dispatched to certain events involving persons who are reportedly known to have a mental illness or who are in a volatile emotional crisis.
CIT certified officer
A report used to track and document a CIT response and to share information for officer safety and follow-up services.
CIT After Action Report
This unit attempts to prevent potentially violent interactions with law enforcement, which may lead to incarceration or the use of force
The Behavioral Health Unit (BHU)
What does BHU encompass?
CIT coordinators
Law Enforcement Intervention for Mental Health and Addiction (LIMA)
Homeless Outreach Team (HOT) - including Homeless Liaison Coordinator
Field supervisor responsibilities on CIT call:
Acknowledge call and ensure CIT officer is en route.
Respond to the scene and assume command and control of tactics.
Persons with mental illness have a right to be left alone. What criterion must be met to precipitate a law enforcement response?
When they present a danger to themselves or others.
When a person is determined to need emergency hospitalization due to mental illness, what form needs to be completed?
Legal 2000
When can an arrest be made of a person at a mental health facility who has committed a crime?
Who must be notified?
Only if the supervising physician will complete a voluntary statement indicating that the crime was NOT a result of mental illness, but of a criminal action independent of the subject’s mental illness AND is willing to discharge the patient.
If an arrest is made, notify the CCDC Watch Commander.
If an arrest cannot be made at a mental health facility, what will an officer do?
Take an ICR.
When Excited Delirium is suspected, what must officers do before contacting the subject?
Formulate a custody plan with other officers. The object of the plan is to de-escalate the situation, calm the individual, and gain control of the person.
The custody plan will include a designated officer to monitor the subject’s breathing.
When possible, who should be present on scene before attempting to place ED subjects into custody?
Medical personnel
After an ED subject has been taken into custody, what steps should be taken by officers to ensure care? “CONSIDER OPTIONS AVAILABLE TO HELP CALM THE INDIVIDUAL”
Place subject in recovery position
Consider using two sets of handcuffs
Monitor breathing
Coordinate with medical to transfer custody of subject to them.
ASSISTING TO AVOID DELAY IN TRANSPORTATION.
Supervisor’s responsibilities when responding to ED subjects:
Ensure incident is handled according to policy.
If present, oversee the custody plan and confirm that an officer has been designated to monitor the
subject’s breathing.
Ensure all forms are completed.
Notify BHU supervisor and submit OCE/BHU service request.
