An activity involving large numbers of people that requires a permit or is planned and publicized beforehand, including parades, marches, rallies, concerts, religious gatherings, parties, community activities, sporting events, labor disputes, and peaceful demonstrations.
Anticipated Event
An unanticipated or unannounced public gathering where the department did not receive prior notice or have time to preplan a response to address public safety concerns.
Unplanned or spontaneous event

When patrol confirms locked protestors are present, who gets dispatched?
Dispatch sends a patrol supervisor AND the area lieutenant (or WC in their absence)
When locked protestors are confirmed, what will the IC do?
Establish ICS.
Arrive at scene, determine if a criminal offense has occurred, and assess the need to have protesters immediately removed from the area.
Direct officers to create and maintain a buffer zone, diverting vehicle and pedestrian traffic.
Designate an arrest team to take custody and book protestors once released from their devices. (Notify DSD if multiple arrests)
Who receives copies of all reports after FFE events?
HSST supervisor, who will submit AAR.
If there is an immediate threat of physical harm or death to
a person, how many dispersal orders must be provided?
