- if consultation does occur: objections will be heard but no process of appeal.
How conflict can be resolved at a local level?
Control - local authority tries to maintain clear, even, sustainable development.
Fair - public consultation, and transparent process so all steps are made clear.
Appeal - opportunity for reapplication, amendments and lodge for an appeal.
Seeks balance - looks at pros and cons.
Process long, time consuming and costly.
Scale depends on number consulted.

National Assembly
- consequence referendum Wales and Scotland
- some aspects of government have been organised into devolved structures
Welsh National Assembly
Pass legislation on health, education… But me to get permission from Westminster
Scottish National Assembly
Devolved law making powers in many aspects eg. education, agriculture, forestry and fisheries.
HOWEVER not…
- taxation (apart from can vary Scottish basic rate of income tax)
- foreign affairs
- defence
- social security
UK Government, Westminster
- gov runs country
- executive responsibility for designing policies and drafting laws
- these voted through House of Commons and House of Lords
Westminster role in conflict resolution
- proactive role in conflict resolution
- constantly faced with reactive resolution of conflict eg. Home affairs: civil unrest 2011 riots, foreign affairs protecting UKs interests eg. war Afghanistan
Promote and develop human rights, democracy and good governance.
Local level
Resolved in reference to planning authorities.
Planning officer decides whether to aware planning permission.
If permission refused then applicant can appeal to local planning committee or DEFRA.
Developer may be asked to make modifications or provide additional facilities, hence making proposal more acceptable to public/council.
International level
UN founded to prevent and resolve international conflicts and to help build a culture of peace in the world.
Intentions transferred into action by different agencies, departments and programmes within the umbrella of UN.
UNDP
UNESCO etc.
International conflict
Under supervision of UN, specialised programmes are trying to prevent deadly conflicts increasing by attacking the roots of the conflict and not the acts of violence that are the symptoms.
UN Forces
Blue helmeted UN Forces - made from soil diets from contributing nations - frequently involved in policing actions in conflict zones around the world.
