Describe an Incident action plan
Can be a verbal plan, tactical worksheet, written plan, or a combination thereof.
Command is responsible for developing an incident action plan. Using OG 500 – B what actions should command take regarding the IAP
– Develop or approve an Incident action plan
- communicate IAP to all responders
–Keep safety officer informed of strategic and tactical plans and any changing conditions.
– The incident action plan includes an evaluation of the risk to responders
– command is responsible for reviewing, evaluating, and revising the IAP and overall strategy of the incident.
When command arrives they should follow seven standard procedures.
- First arriving officer will establish command, communicated to dispatch by radio.
- conduct rapid evaluation of incident and risks transmit a brief initial radio report.
- State building orientation.
- command may be mobile for size up or taking immediate action
- state designation example George Street command.

- command mode

–When there are no obvious emergency conditions on arrival * investigate / nothing showing mode the incident commander may go with the crew to investigate using a portable radio as mobile command.
- when conditions require immediate action to stabilize the situation, the incident commander may initiate a * fast attack mode, using a portable radio as mobile command
- when the scale or complexity of the emergency warrants * command mode should be established from the onset. Size up will be conducted from the exterior, the incident commander will declare a strategy, begin an incident action plan, and assign resources as required.
Regardless of option, after a short period command will move to a command post.
Command has four basic objectives, list them.
–Remove endangered occupants, treat injured
– stop fire / control emergency.
–conserve property and protect environment.
-provide for the safety and welfare of responders.

OG 530 Mayday
List mayday responsibilities of IC
IC shall:
– acknowledge all mayday announcements.
- attempt to contact to confirm the identity and location of ff
- advise the fire fighter to stay on PFS ops channel
-ensure other radio communications are managed to continue with operations
- activate RIT and brief on all available information
- ensure control copies the mayday message.
- direct all other crews to use an alternate radio channel
- when the missing or injured fire fighter has been removed from the hazard the IC shall clear the Mayday
- The IC shall follow this OG unless it is immediately identified and confirmed as accidental, in which case the IC will immediately notify PTBO control.

When would the incident commander want to transfer command?
ISD
- improve management of the incident

Boat based rescues procedures.
– Number of personnel in boat shall be limited to those required to perform the task – a second boat shall be dispatched and be considered the RIT. The crew shall position themselves on land or in the boat nearby to intervene or provide immediate assistance
– Coldwater conditions all personnel inside Hot zone must wear approved survival suits
OG509 water and ice rescue
Controlled water entry IC shall assign roles for the following
- rescue one
– rescue one tender
– rescue two
– rescue two tender

What PPE must personnel wear when performing controlled water entry?
- water rescue helmet
- survival suit for cold weather
- approved PFD with tether system monitored by a rope tender or two tenders if the conditions warrant
OG 504 reporting of spills
What is the course of action for the officer in charge at a hazardous material spill?
– determine potential for the spill to enter storm or sanitary sewer
– instruct ARO to call appropriate city contacts
– if spill by its nature or size is a threat to the environment or public health both provincial ministries shall be called. Threat to environment call Ministry of environment. Threat to public health call Officer of health.
– Exception 100 L or less of vehicle fluids if not likely to enter any surface water or well
– note this policy applies to ANY spill upstream of the city water treatment intake to protect drinking water. Contact PUG staff 
Why might there be a transfer in command personnel?
