by ranking OFFICER–FDNY will give tact direction for these core competencies, REGARDLESS of command
LIFE SAFETY OPS in progress will not be disrupted or suspended because of transition of command to other agencies.
When a terrorist incident involves multiple agencies or an incident involves multiple political or geographic jurisdictions, the incident may evolve into a UNIFIED COMMAND
