Written or verbal exchange that attempts to position the org favourable in face of competition or conflict. (Risk communication is one way to do this by warning the public of harm you demonstrate some form of integrity when later you may have to answer for problems in court

development of a specific plan to address a crisis that has resisted risk communication and become a conflict.
