Assumption of State Debts
- takes states rights away, all capital in the south
- $70 million

- make money with interest
- regulatory power
- Madison says unconstitutional by the 10th Amendment
- Hamilton says it is constitutional by the elastic clause

- North like high protective tariffs
- South not, traded crops with world
- Tariff of 1789- satisfied everyone
Excise Tax
- Whiskey Tax- on the distillation of whiskey, targeted farmers
- Whiskey Rebellion- Washington stopped with Army, showed strength of the Constitution

Only way of obtaining Indian land way by treaty
Foreign Affairs
- French Revolution come into US

- Genêt Affair- begs US for help, being deported, receives death letter, is allowed to stay in US
