Chapter 7 Flashcards
Tier 2 Reports
Are forms that organizations and businesses in the U.S. are required to fill out buy the U.S EPA if they have quqntities of hazardous chemicals aboe4 the threshold planning quantity (TPQ). and are submitted annually to local fire departments.
During hazard assessment the critical step is
determining which physical and health hazards associated with the hazardous materials are present
Hazard vs Risk
Hazard - the material its self and traffic hazard or electrical hazards
Risk- The Probability that someone with suffer injury, damage, harm, or loss because of the hazard
Assessing risk is harder then Hazards
Hazard and Risk 8 Assessment information
Number and type of injuries Occupancy type
Type of incident Product and container information if available
Location of the incident Equipment and resources responding
Time of Day Weather`
6 Additional pieces of hazard and risk assessments made available before arrival
Wind direction Topography
Land use Victims
Equipment access Available response personnel
Incident level 1
Within the capabilities of the fire or emergency services organization or the other first responders having jurisdiction
Incident level 2
Beyond the capabilities of the first responders on the scene and may be beyond the capabilities of the first response agency/organization having jurisdiction
Incident level 3
Requires unified command and resources from stat/provincial agencies federal agencies and or private industry
The Three strategic modes of operation are
Nonintervention
Defensive
Offensive
Nonintervention mode
responders do no operate near the hazardous materials/WMDs but focus on public protective actions
Select the nonintervention mode when one or more circumstances exist (4)
A preincident evaluations of the hazards present at the site recommends it
The situation exceeds responder capabilities
Appropriate PPE or resources are unavailable
Explosions are imminent
In nonintervention mode responders should (6)
withdraw to a safe distance
Report scene conditions to the telecommunications center
call for additional resources as needed
Isolate the hazard area and deny entry
Begin evacuation where needed
Closely monitor the situation
Defensive mode
Responders seek to control or limit the emergency to a given area without directly contating the hazardous material/WMDs
Selectin the Defensive mode when one of the following two circumstances exist
A preincident evaluation of the hazards present at the sit recommends it
Responders having the training and equipment necessary to confine the incident
In defensive mode responders should (11)
Report scene conditions to the telecommunications center
Call or additional resourced as needed
Isolate the hazard area and deny entry
Establish and indicate zone boundaries
Begin evacuation where needed
recognize and control ignition sources
Use appropriate defensive control tactics
Protect exposures
Perform rescues when safe and appropriate
Evaluate and report incident progress
Perform emergency decontamination procedures
Offensive Mode
Responders take aggressive, direct action on the material container or process equipment involved in the incident
Operation level first responders who have appropriate training/certification can
Perform offensive operation involving flammable liquid and gas fire control
2 Planning process for hazmat incident are
Develop The IAP
Developing a SSP site safety plan
Developing the IAP are (3)
Identifying priorities
Determining strategies
Determining tactis
Developing the IAP (3)
Identifying priorities
Determining strategies
Determining tactics
Developing the SSP (3)
Evaluating suitability of PPE
Analyzing safety and health risks and Hazards
Determining decontamination needs
Written IAP when Fully developed and implemented it outlines the operations (4)
Strategies
Personnel safety
Tactics
Organization structure
NIMS and NFPA identify a fourth Priority is
Societal restoration
First Priority is _______
Then next consideration is _______
when the first two are satisfied then address _______
Safety of emergency responders and civilians
Stabilizing the incident
First responders can address conservation or property and environment
And the steps do not need to occur in this orders
SMART Strategies means
Specific
Measureable
Action oriented
Realistic
Time Sensitive
10 Components of typical SSP are
An overview of the hazardous materials branch organization
Personnel assignments
Hazardous materials branch communication
Summary of incident safety and health risks and hazards boy physical and chemical
Branch tactical objectives
Monitoring of the identified hazards
Site control practices
Medical care
Identification of PPE and respiratory Protection
Identification of Decontamination practices
