A power vacuum with an expectation of change under Khrushchev

It was spent not only filling the political vacuum and establishing a new political leader in Khrushchev backed by the party. It also attempted to change the autocratic Stalinist practices
Why could changes under Khrushchev not be considered absolute?
The Party elite was dependent on the privileges they had earned during the Stalinist era, including resources

It had created a large industrial base for the Soviet economy and had accomplished much post-war

He could redirect investment from heavy industry and armaments to consumer goods, housing and agriculture

It had acquired nuclear weapons and made huge advances in rocketry - building a reputation as a great military power

He attempted a limited degree in decentralisation and made an increase in agricultural productivity

There was no significant increase in output in factories or farms - economic growth was yet to be sustained

Living standards began to rise rapidly, with the benefits of industry showing a rise in consumer goods, and a general mood of optimism
