Uncontrollable Expenditures

An Act of Congress that funds programs within limits established by authorized bills.
Continuing Relations
Congress cannot reach agreement and pass appropriation bills, which allows agencies to spend at the level as previous years
Authorizations Bill
An act of congress that established, continues or changes a discretionary government program or entitlement. It specifies program goals and maximum expenditures.
