Oct 26 - private letter to Kennedy agreeing to remove missiles if the U.S. removes blockade and doesn’t invade
Oct 27 - 2nd letter before Kennedy responds saying US must remove missiles in Turkey. This happens in secret. Plane is shot down.

Three Conceptual Framework for Analyzing the Crisis

- Rational Actor Model - behaviour predicated on objectives and options in a hierarchy with consequences attached
- Organizational behaviour model - logic of consequence and logic of action. Multilateral institutions come up with an action and use it in the future. Logic based on past action.
- Governmental Politics Model - bargaining games, influential factors both internal and external, how many players in the game?
