When do we use APU for start / taxi? Page 4.7
If you are going to use it-do not start it until departure -10 minutes -after ground power has been disconnected
For single engine taxi, all starts of the second engine with the APU shutdown will be in accordance with the CROSS-BLEED checklist. The PIC should make an appropriate decision regarding notifying ATC of potential jetblast during cross bleed start but under normal circumstances, only taxi thrust is required to conduct the start.
APU should be shutdown after engines desired for taxi are started unless it will be required for takeoff performance or is absolutely necessary for cabin environmental conditions.
APU for takeoff/climb. 4.8
APU will be used for takeoff when:
Required for “bleeds off” performance
When operating in accordance with an MEL procedure
When icing conditions are anticipated prior to establishing the normal climb profile
When requires for any other operational necessity
APU - parking and post flight. Page 4.9
Upon arrival at gate, every effort should be made to ensure operating engine is shut down as soon as possible. If ground power is not made available within 3 minutes after arrivals at gate, the flight crew will start the APU and shut down the operating engine. When the GPU is connected, the crew will secure the APU.

Mesa uses a flow /scan policy. We use a challenge /response method
When do we disconnect from ground power?
We should use ground power until departure - 10
External Safety Inspection
Performed prior to entering an airplane which has been de-powered or serviced by maintenance.
Cockpit Safety Inspection
Used to determine if airplane systems are configured to safely place AC electrical power on the airplane busses. These procedures should be performed on through flights (enroute stops) if AC electrical power is removed from the airplane, or there is any doubt that all aspects of the prevailing situation can be covered.
