Why was the CERT program developed?

A

The Las Angeles Fire Department (LAFD) developed CERT after recognizing that in an emergency, citizens will need to aid other citizens so they need the basic training. Part of the motive was the 1985 New Mexico earthquake which claimed 10000 lives and 100 volunteers died in the process of saving lives.
