Discuss OPTAR?

A

The Fleet issues an operating budget to each Type Commander (TYCOM) to finance operation and maintenance for assigned ships, squadrons and staffs. TYCOMs grant each ship or activity funding authority in the form of Operating Targets (OPTARs) to obtain the material and services necessary for day-to-day operations. OPTAR funds are derived from the activity’s projected obligations and expenditures based on the amount used during the previous 12 months and their operating schedule for the next 12 months.
