What were the limitations of the revolts?
-Uncoordinated and would have petered out if not for collapse of government’s finances
-whilst third estate participated in the rioting, first and second estate provided leadership - 3rd estate not radicalised yet

-In june 1788, Brienne’s demands for a enlarged don gratuit were rejected and clergy only offered a 1/4 of what was expected
When did Brienne and therefore France declare bankruptcy?
-August 1788
When was Necker called back to replace Brienne and why??
-25 August 1788
-Necker was extremely popular with the masses and Parisians so would win public confidence
What did Necker do before the EG?
-Raised some short-term loans
-Announced the EG would meet in May 1789
