What are federal jurisdictions?
- Criminal Code
- migratory birds
- marine mammals
- control of international trade in endangered species
- nationally “significant” habitat
- marine/tidal fisheries (salmon)
What are provincial jurisdictions?
- delegated responsibilities under federal acts
- animal welfare
- most wildlife
- wildlife habitat including non salmon fresh-water fisheries
What are international protections for individual vertebrates?
There are currently no agreements but there is a universal declaration of animal welfare petition in progress
What are 3 federal protections of individual vertebrates?
- Criminal code of Canada prohibits willful cause of unnecessary harm to an animal or bird, excludes owned animals not in ownership
- Meat inspection act: some provisions for humane slaughter (no avoidable pain)
- Health of animals act: some transport regulations but it does permit up to 52 hours without food or rest or water
What are 2 provincial protections of individual vertebrates?
- Prevention of cruelty to animals act (PCAA) that prohibits abuse by animals in human ownership/custody/control, excludes non-captive wildlife and strays
- SPCA is legally responsible for enforcement but is not provincially funded
What are 4 international endangered species protections ratified by Canada?
1) Convention for Regulation of Whaling (1946-1981)
2) Convention on International Trade in Endangered Species (CITES - 1975)
3) Agreement on the Conservation of Polar Bears (1976)
4) UN Convention on Biological Diversity (1993)
