Legistation for animal boarding
- Animal Boarding Establishment Act 1963
~ wales, scotland and northern ireland (existing licence holders in england but most ended) - The Animal Welfare (Licensing of Activities Involving Animals) (England) Regulations 2018
~ applies to all new licences and renewals - Animal welfare act 2006
~ need to care for 5 freedoms
~ can be prosecuted if not

What is animal boarding and licences
- A business that provides accommodation for other peoples dogs and cats
- A licence is required
~ Even if the number of animals being cared for is low
~ Applications made via local authority
~ The licence must be displayed in prominent position (reception, entrance) - No guidance for Small Mammals? -
The Animal Welfare (Licensing of Activities Involving Animals) (England) Regulations 2018
- Parts 1 to 7 apply to all business relating to animals
~ MAKE NOTES - Schedule 4: Part 1-4 relate to boarding of dogs and cats
~ Including for the first time home boarding and day care
Animal Boarding Establishment Act 1963
- covers same aspects as The Animal Welfare (Licensing of Activities Involving Animals) (England) Regulations 2018
- must have a licence
- must not have any previous convictions
- seizing body reserve right to arranged inspections without notice
- evacuation plan
- adequately trained staff
- mobile phones switched off (rescue)
- BUT 2018 regs aim to close lots of loop holes and cover updated means of business which aim to reduce

~ illegal puppy trade
~ improve welfare standards for all animal related business - was meant to be updated for each country in march 2020 but covid delayed this, should be done in near future
What does TAW(LoAIA) england regs 2018 cover and what are they in relation to
- Provision of suitable environment
- Monitoring of behaviour & Training
- Record keeping
- Protection from Pain, Suffering, Injury and Disease

~ Part 2 – Providing boarding in kennels for dogs
~ Part 3 – Providing home boarding for dogs
~ Part 4 - Providing day care for dogs
- Each part outlines provision of suitable environment, monitoring of behaviour & Training, record keeping and protection from Pain, Suffering, Injury and Disease
- Each of these must be considered within the application form
What does the application form for a licence provide
- Kennel for boarding dogs
- Boarding for cats
- Dog Day Care, and
- Home boarding for dogs

- location, contact details, business status etc
- application rejected if applicant not registered business with HMRC
- section five, maximum number dogs can accomodate. if found to be higher = licence revoked

- A full floor plan is required for the whole site and per kennel, to scale.
- Full review of lighting, heating, ventilation and water supply must be provided
- Full risk assessment, evacuation plan, health plan, disposal of excreta and proposal to minimise noise must be provided

- advised insurance to cover fire, loss of animals, vet bills

- Answering YES to any of these questions is likely to lead to an application rejection

- failure to supply info 13.1-13.5 = rejected application

Conditions
- council will inspect the premises once first payment paid before giving a licence, and any time after the licence is granted.
- 2 part payment for licence
~ recipt to prove payed 1st part of licence fee when submit application
~ met critieria = pay 2nd part - Guidance notes provided by DEFRA outline conditions which must be complied with in order to be granted a licence
- A business that meets higher standards will be able to gain 4 or 5 star rating in the Animals Activity Star Rating System
- This allows businesses to qualify for longer licence and thereby pay a lower licence fee and less inspections
- Whilst applying higher standards is optional, certain standards are required to obtain higher star rating
What are possible design issues of boarding
- Porous materials
- Difficulty cleaning
- Heat variance, exposure
- Animals facing = noise, stress, etc.
