the lords needed to ratify the establishment of a high court of justice to try charles for treason but needed the lords’ ratification
so the three resolutions declared acts passed by the commons had the force of law, whether or not they recieved the lords’ assent
why did the rump not call an election
this would have retuned a parliament in favour of royalists as the majority of the pol nat saw a monarchy as necessary to stability
