Angelo can be strict in the Dukes place so that he doesn’t face the slander for it
What happens in scene 3
The duke explains to friar Thomas he pretended to leave for Poland, granting Angelo absolute power to allow order to be enforced after 14 years of neglect to aviod him seeming like a tyrant so the people don’t feel as unfairly deprived under the Duke
