How does this scene open Act 1 scene 1
It opens with the Duke of Vienna consulting Escalus (trusting his experience and putting him second in command) that he plans on handing over his power as he is going away to Lord Angelo.

He wishes for more of a test to be made but the duke disregards this as he is leaving soon.
Angelo quote revealing his doubt if he is capable of taking on this role:
