Chief officers must be aware not to
Commit an inordinate number of units to dewatering operations, thereby reducing unit availability to an unsatisfactory level
Do units carry the dewatering pump on their apparatus
Some units do. Other units store it in quarters because their is no room on the apparatus
When the city has prior knowledge of possible flooding do to an impending major storm the
Chief of Dept, Chief of Ops or citywide tour commander will put out a citywide voice alarm and teleprinter message requiring all units with portable dewatering pumps to place them on the apparatus.
During the HEIGHT of the storm units should not be committed to dewatering operations EXCEPT in these cases
Lives are endangered (hospitals, nursing, etc)
Serious fire hazard is being created
Extensive property damage can be averted
Major safety and traffic concerns
As the storm subsides and unit availability for the borough involved returns to 75% or greater division commanders and/or DC after consultation with the borough supervising dispatcher can approve
Dewatering ops for all other occupancies
In all dewatering operations chief officers shall assure than an
Optimum number of pumps are being supervised by a minimum number of units and the total number of units committed to dewatering operations will not reduce the overall availability of engine and ladder companies below 75%. Citywide tour commanders can approve additional units if necessary
In situations where the city does not have prior knowledge of impending food/water emergencies such as a major water main break, etc, IC must use discretion when
Committing more than a 1st alarm assignment for dewatering operations. Assignment of units above a 1st alarm assignment for dewatering operations must be approved by a DC
