The Emergency Mobilization Plan is a four-level plan detailing _________ mobilization. It is designed to alert the appropriate number of personnel to respond to duty when the demands of a major incident have exceeded the capabilities of on-duty personnel and specified callouts.
Patrol
A roster
Designates all area command day shift squads for a 0630-1830 rotation
B roster
Designates all area command grave shift squads 1830-0630 rotation
C roster
Designates all area command swing shift squads for a 1400-0000 hours rotation. C roster time rotations are flexible and may change at the discretion of the incident commander. A potential D roster may also be implemented to split C roster personnel to provide further coverage and flexibility in an ongoing incident.
X roster
Typically exempt, specialized units may be utilized at the discretion of the IC
How mane levels of the emergency mobilization plan are there?

Emergency mobilization plan level 1
Patrol response with A and B roster squads moving to 12-hour shifts – only on-duty patrol squads are impacted. Squads on C roster are utilized by the incident commander as needs are determined. RDOs are not impacted.
Emergency mobilization plan level 2
Patrol response with A and B roster squads moving to 12-hour shifts and C roster squads moving to 10-hour shifts, or as directed by the incident commander as needs are determined. All swing shift staff will work regardless of RDOs.
Emergency mobilization plan level 3
Patrol response with A and B roster squads moving to 12-hour shifts and C roster squads moving to 10-hour shifts, or as directed by the incident commander as needs are determined. All patrol squads will work regardless of RDOs.
Emergency mobilization plan level 4
Patrol response with A and B roster squads moving to 12-hour shifts and C roster squads moving to 10-hour shifts, or as directed by the incident commander as needs are determined. This level of activation includes all investigative squads.

Emergency mobilization plan, who’s responsibility is it to:
1. Continually update the Department Operations Center (DOC) activation procedures (LVMPD 7.163, Department Operations Center) and all related policies.
2. Coordinate the DOC Administrative Support Team and provide them with annual training and exercises.
3. Coordinate with the Events Planning Section to assign personnel for deployment to the DOC for implementation of the Emergency Mobilization Plan during each operational period.
Emergency management section (EMS)
Emergency mobilization plan, who’s responsibility is it to:
1. Develop Incident Action Plans (IAPs) for pre-planned or unplanned events that require an emergency mobilization roster.
2. Assign adequate personnel for deployment to the DOC for implementation of the Emergency Mobilization Plan during each operational period.

The decision to mobilize the roster and the level of activation will be approved by the Sheriff, Executive Staff, or designee. Recommendations will be made by the division commander as needs are determined. If DOC activation is required, the Sheriff or designee will assign a ________ to be the DOC commander.
