It is the policy of this department to strengthen its partnerships with the community by coordinating with faith based leaders, community and business partners and stakeholders who can: assist in bringing about a sense of calm and peace to an affected community in the aftermath of a violent crime; help suppress future retaliatory violence; establish a collaborative effort to develop joint strategies to promote a culture of nonviolence in our community; and offer support and healing after a traffic fatality or critical injury crash.

A violent crime (i.e., shooting, stabbing, aggravated assault, etc.) has been committed and, upon review of the circumstances, officers in charge of the scene determine that there is a high likelihood of retaliation by subjects associated with the victim. It can also include a fatal or critical-injury crash.

An active, approved member who is part of RECAP/CCRO, has participated in and completed the Violence Responder RECAP/CCRO workshop, and meets conditions set forth in this policy.

On a case-by-case basis, at the discretion of RECAP board and bureau commanders, the RECAP message of non-violence is presented at a funeral, prayer vigil, or memorial services of a victim of homicide. Clergy officiating these services may allow law enforcement officials to attend and build further rapport with the community.

Community Responder Outreach
A faith-based/community response initiated by the department when a preliminary investigation of a violent event indicates the strong probability of retaliation, a violent event that involves youth crews, gangs, or racial tension; an event so egregious that it affects the safety and security of the affected community, despite the fact that there is little or no likelihood of retaliation; or circumstances prior to and/or after civil unrest incident(s) (will not be activated until the scene is stable and deemed safe, which can be up to 48 hours after initial incident).
A CCRO responder’s initial outreach and connection with family of decedent or critically injured person as the result of a crash.
Primary activation (phase 1)
Community Responder Outreach
A faith-based/community event initiated by the department to build trust, promote peace and strengthen rapport in areas of the community with potential for violent crime, tension with law enforcement, accident prevention and traffic safety education, or any other community need that can be alleviated by such an event.
Proactive activation
Community Responder Activation
A follow-up event, within 72 hours, to a primary activation held on behalf of, and in, the affected community, conducted in collaboration with community and faith-based partners to promote peace in the aftermath of the violent event. The purpose of such events is to send the message of non violence; to convey to the community that violent crime in not an acceptable social norm; to create a bridge between citizens and law enforcement; to increase the opportunity for citizens to report criminal activity and increase the department’s ability to solve violent crime; and whenever possible to introduce resources to communities in need by canvassing residents and identifying service gaps.
Follow-up outreach by CCRO within 12-24 hours of a fatal or critical-injury crash that assists with the support and needs of the family.

Office of community engagement
The RECAP board consists of the Assistant Sheriff of the Law Enforcement Operations Group, a Deputy Chief of the Patrol Division, the OCE commander, and three active RECAP leaders. The OCE commander or designee will set meeting agendas and facilitate the meetings.
The board will meet _____________ (at a minimum) to set goals, foster open dialogue, ensure collaboration on relevant community policing initiatives, and review and monitor activation activity.
Semiannually
OCE will maintain a master list of certified activation responders. The master list will be made available to the _____________ Bureau commander, all ________ commanders, and the RECAP board members.

Area
Proactive Activation: Community Event in Partnership with RECAP Bureau commander or designee will:
1. Determine if a proactive activation is needed to build rapport and trust among areas of the community with potential for violent criminal activity, distrust of law enforcement or other community needs that can be addressed.
a. The exact type and coordination of the event will be at the discretion of area command __________________ units and with the technical assistance, if needed, of OCE staff in collaboration with activation responders.
1) The event can take the form of a peace rally, neighborhood march, walk, barbecue, resource fair, carnival, etc.
2) The event will be conducted in conjunction with community and faith based volunteers, organizations, and agencies.

Primary/Phase 1 activation - On-scene supervisor will:
- Coordinate with investigators to determine if the event is a qualifying activation event.
- If so, notify the bureau commander or designee and the watch commander.
- Notify OCE via email at OOCE@lvmpd.com.
- Notify an activation responder from the RECAP list on OCE’s SharePoint site or via Communications and provide the responder with the on-scene law enforcement contact information, including the reporting site and any other pertinent information.
Community Responder Outreach
Primary/Phase 1 activation - Bureau commander or designee will:
- Review the facts and determine if primary activation is to be initiated for the purposes of interrupting the cycle of retaliatory violence:
a. If so, the location of the primary activation will be the probable retaliation location, which may include the hospital, jail, residence of the victim, crime scene, or any place determined by the supervisors and officers on scene that they deem appropriate or necessary to the circumstances.
b. All final command and operational decisions will be in the control of the bureau commander or designee.
Community Responder Outreach Primary/Phase 1 activation -
Upon closing of the initial investigation and obtaining corresponding approvals from investigative detail, the bureau commander or designee has the discretion of including activation responders in ___________________ regarding the incident.
