Implied Powers
The powers specifically given to the national gov.’t also known as delegated or enumerated powers; they may not be used by state gov.’t.
Expressed Powers
The gov.’t body of a manicipality or county
Local Government
Something one is bound to do: a commitment to a course of action. Ex) Common Defense.
Obligations
A gov.’t system or organisation that is responsible for a particular type of activity, or for providing a particular thing that people need. Ex) Transportation and Public Water.
