- Found that 30% of Londoners couldn’t afford to eat properly despite having full-time jobs
- His poverty maps showed the scale of poverty and its link to disease
- Influenced liberal reforms on poverty

A
- 1901: Published “Poverty: A Study of Town Life”
- Found that 28% of the population didn’t have the bare minimum to survive at least once in their lives
- Fuelled fears that unhealthy workers could lead to the decline of Britain as an industrial power
- Changed ideas about why ppl were poor and what should be done to help them

- Role of Individuals - Booth and Rowntree
- War - 1899 recruitment for the Boer War found that 40% of male volunteers were medically unfit to be soldiers
- Government: Liberal Party believed direct action was needed to improve the nation’s health

- Chancellor of the Exchequer
- When the Liberal Party won the election, they promised reforms - George had a budget named the “People’s Budget” b/c it was tax going towards social needs

- 1907: Education (Administrative Provisions) Act - school medical inspections
- 1909: Housing And Town Planning - illegal to sell slum housing
- 1911: National Insurance Act: sick and unemployment benefits paid by you, your boss and the government - still used today
